D.A.R.E. was started in Lincoln County by Troy Police Officer Charlie Smith in 1991 in the Troy R-III School District. Over the next 3-5 years the City of Troy expanded its’ D.A.R.E. Program to include grades K-5, 7th & 9th. As time permits, the V.E.G.A. (Violence Education, Gang Awareness), is instructed at the 6th grade level.
Troys’ D.A.R.E. Officer Charlie Smith was named Missouri D.A.R.E. Officer of the Year in 1998 and currently serves the Missouri D.A.R.E. Officers’ Association as the Region 1 representative. He is also a D.A.R.E. Mentor, having taught Police Officers how to teach the D.A.R.E. Program, and is a member of the Missouri State Highway Patrols’ Training team for the D.A.R.E. Program.
